A report released Tuesday by faith and family values organization Family Research Council (FRC) details how the Biden administration is not only forcing its LGBTQ agenda within the United States but also pushing specific policies throughout the world in “a coercive attempt to change foreign cultures and laws” and eliminate “human rights like religious freedom.”
The authors of FRC’s report titled “Exporting LGBT Ideology: The Biden Administration’s Foreign Policy Priority,” highlight how Biden has “systematically elevated the importance of LGBT ideology in American foreign policy, utilizing the resources and platform of the U.S. government to promote LGBT policies abroad.”

Authors Arielle Del Turco, FRC’s director of the Center for Religious Liberty, and Dr. Chris Gacek, JD, FRC’s senior fellow for Regulatory Affairs, especially note that LGBTQ individuals already have the same rights as other individuals:
The Biden administration’s ideological colonialism sometimes strains our relationships with other countries and diverts U.S. attention from focusing on human rights issues. LGBT-identifying persons are already (rightly) protected by international human rights treaties by virtue of their personhood, not their sexual orientation or gender identity. Pushing LGBT-specific policies around the world is a coercive attempt to change foreign cultures and laws from afar and displaces human rights like religious freedom.
The authors make numerous observations in exposing the Biden administration’s continued attempts to use the influence of the United States to push gender ideology in other nations, especially highlighting that the U.S. Agency for International Development (USAID) “funds LGBT activism, programs, and research to the tune of millions of dollars.”
“President Biden has officially recognized LGBT commemoration days, hired an envoy for LGBT issues, advanced LGBT ideology at the United Nations, prioritized LGBT refugees, and made Pride Month a fixture at U.S. embassies,” the report notes.
Other examples cited in the report of Biden’s pressure to accept gender ideology abroad include:
- In 2022, 132 U.S. embassies released Pride month statements, 99 flew Pride or Progress flags, and 49 had staffers who participated in Pride parades.
- The State Department has criticized 67 countries for allowing so-called “conversion therapy,” 48 countries for not recognizing “LGBTQI+ persons, couples, or their families,” and 154 countries for not having “legal gender recognition.”
- The Biden administration is devoting millions of dollars to LGBT programs through USAID and the State Department and efforts like the Global Equality Fund.
- The Biden administration’s ideological colonialism alienates other countries and disregards the divided opinions of the American people.
“America’s promotion of human rights abroad should rightly be directed to advance internationally recognized human rights, such as religious freedom,” said Del Turco in a statement. “Yet, the Biden administration has co-opted American foreign policy to advance a radical social agenda across the globe.”
“The fact that President Biden has devoted so much of his agencies’ efforts toward pushing LGBT ideology abroad exposes his divisive partisan priorities,” she added. “It’s unfair for the countries who find themselves on the one hand a recipient of generous U.S. aid, while on the other hand pressured to adopt LGBT policies that contradict their cultural values.”
Tony Perkins, FRC president, observed that, as a former chair of the U.S. Commission on International Religious Freedom, he saw “how the U.S. government can influence other nations for good in advancing the fundamental human right of religious freedom.”
“Now, President Biden is using the full weight of American power to push an ideology that violates the moral code of many of our allies around the world,” he asserted. “This report exposes how the Biden administration is pressuring other countries to adopt LGBT policies by weaponizing American foreign policy.”
The report was released as the White House ignited a firestorm at its “pride” event Saturday, during which transgender activist Rose Montoya, a biological male who has had transgender surgeries, went topless moments after posing with Joe Biden and the First Lady.

Happy Pride life,” Biden said in remarks to the crowd on the South Lawn as he introduced “the first and second transgender Americans to the — be confirmed by the United States Senate in history: Assistant Secretary of Health and Human Services Admiral Rachel Levine … and Undersecretary of Defense Shawn Skelly.”

Biden and his wife noted that the Gill Foundation made the White House’s “pride” event possible.
“I also want to thank two people who couldn’t be here but who made this possible: My dear friend Tim Gill and his husband Scott Miller … who is doing a terrific job as my Ambassador to Switzerland,” Biden said as he also touted his accomplishments to “advance equality for the LGBTQ community.”

“Making human rights for LGBTQ people around the world — not just here, around the world — a top priority for my foreign policy, including a review of our engagement with Uganda following its recent anti-gay law — the most extreme in the world,” Biden particularly noted.
Additionally, Biden condemned states that have passed laws protecting minor children and teens from a predatory and activist transgender medical industry.
“We need to push back against the hundreds of callous and cynical bills and laws introduced in states targeting transgender children, terrifying families, and criminalizing doctors and nurses,” he stated. “These bills and laws attack the most basic values and freedoms we have as Americans — that’s not hyperbole.”
